Ministers' overhaul of planning policy will exacerbate congestion problems in city suburbs by encouraging outof- town business parks, new analysis suggests.
Research carried out by transport consultancy, MTRU , asserts that removing the ‘town centre first' principle for office developments could push them to out-oftown sites, with fewer public transport and community facilities links.
