Government plans for five pilot projects to test refuse-collection charging schemes have been criticised by the Communities and Local Government Committee. Refuse collection: Waste reduction pilots, published by the committee today, says the Government appears to ‘lack the courage of its convictions' that councils are best placed to decide what will work in their own areas. It also concludes that the five pilot schemes the Government has allowed will not provide the evidence needed to judge whether all local authorities should be able to offer such schemes.
