Relieving the pressure on public finances

Local government must be properly resourced for any new duties it is tasked with, writes Piali Das Gupta.

For a process that absorbs as much energy within and outside government as spending reviews, statutory frameworks do a remarkably poor job of genuinely aligning public spending with public service commitments.

In the case of local government, this is in large part due to a statutory framework that is unaffordable on the revenue base available to local authorities.
