Can reorganisation deliver its promises?

As the latest round of reorganisation gets under way, Jason Lowther looks at what international research has to say about whether larger councils actually lead to savings and service improvement and considers the impact on local democracy.

The English Devolution White Paper proposes the establishment of unitary local government across England. Its stated aims are to improve efficiency, enhance financial resilience, deliver high-quality and sustainable services and to strengthen community engagement. But will these outcomes be realised?

This article draws on international research to assess the evidence, offers guidance on maximising the likelihood of success, and identifies a critical omission in current proposals.
