Those who refuse to learn from history are doomed to repeat old mistakes, goes the adage. As the sector embarks on the largest reorganisation since the mid-nineties, what lessons can be learned from earlier rounds, and from those leading the current wave?

Current local government reorganisation (LGR) will see a single tier of local government replacing county councils, district councils and some unitary authorities across England. These changes are on a scale that will affect around 41% of the population.
