Direct public employment should be given more serious consideration by policy-makers, according to a new report. The study Towards a future for public employment, is a joint research programme by the Association for Public Service Excellence (APSE) and the Centre for Local Economic Strategies, looking at public services and the role of public employment. APSE's chief executive, Paul O'Brien, said: βIn our opinion, it would be foolish for public bodies to divest themselves of their employment responsibilities and pursue a purely commissioning or enabling role.'
