As children’s services face a series of overlapping reforms – not least local government reorganisation – the success of change will be judged not by structures, but the impact on children’s lives, says Andy Smith.

In local government, few responsibilities are more vital or more complex than supporting and protecting children. From early years provision to education and safeguarding, children's services are at the heart of what local authorities do.

Yet, beyond the policies and frameworks, it is the children's workforce, such as social workers, early help practitioners, educational psychologists, and others, who ultimately determine whether these services succeed in making a difference.
