Residents of Queen's Park have applied to Westminster City Council to form what would be London's first community council.
The campaign, launched to protect the legacy of an elected neighbourhood forum after a recent 100% funding cut, makes use of a change in the law from 2007 allowing parish councils to be established in the capital.
