Portsmouth City Council is spending more than £400,000 to completely refurbish eight run-down properties and transform them into affordable homes for adults with learning difficulties.

The council's commercial property manager, David Giles, said all the homes would meet new energy-efficiency measures, and revealed the authority also planned to install solar panels in five of them.
