Rethinking long-term community investment

Wth the 2025 Spending Review marking the end of the UK Shared Prosperity Fund (UKSPF), local authorities are once again adapting to a shifting central government framework for regeneration. In its place comes the Growth Mission Fund, a new Local Growth Fund for city regions and long-term investment in 25 ‘trailblazer neighbourhoods'.

While the language of ‘pride' and ‘levelling up' remains, this shift prompts serious questions for councils. Are we being given the right tools to drive local renewal? How can we ensure investment translates into real, measurable impact? And, what can we learn from international models that are delivering sustainable, community-led change?
