The removal of business rate removed any incentive by councils to attract business to their areas, says Michael Burton

Those with long memories will recall a time when business rates were not only collected by the local authority but also retained.

Under Thatcher and battles with Labour-run authorities over soaring rates bills the business rate was nationalised on the grounds that councils could not be trusted to stop using their local firms as milch cows.
