Council bosses will today (Thursday) debate possible changes to the Barnett funding formula, as the debate surrounding Scottish devolution continues.
The Local Government Association's executive will discuss two alternatives to the current formula, which was created in the 1970s and determines how much funding Scotland, Wales and Northern Ireland receive from Whitehall.
