Review must be beginning rather than end of reform

No matter how good the fair funding 2.0 consultation is, and how politically problematic it may be, the failure to reform council tax is a huge omission, says Heather Jameson.

The first issue with the fair funding review is the name. It only feels fair if you don't end up losing out.

When the consultation dropped last week – at the same time as The MJ celebrated local government at our awards – there was a lot to welcome. Not least a short-term fix to the issue of Special Educational Needs and Disabilities and the three-year cushion to stop those who lose funding from falling off a financial cliff.
