W e are at a pivotal moment in public services. The Cabinet Office has issued Rewiring the State; a brief but powerful call to act, which provides the clarity, the ambition, and the intent to redesign both the central and local state, rooted in place and purpose.
But if we are serious about building a more devolved, place-based and connected state, we also need to ask a more fundamental question: who will lead it, and do we have the capacity and capability to make it work?
