Whitehall's Revenue and Custom's (HMRC) department has been criticised for planning a clampdown on tax evasion by small businesses, without developing a blueprint for tackling avoidance by multi-national corporations and the wealthy.
The Association of Revenue and Customs Officers (ARC) responded to the department's updated business plan, published last week, with disappointment and suggested large firms and rich individuals who avoided paying rates of tax that most companies or people pay had been let ‘off the hook'.
