The number of public service mutuals formed since 2010 has increased six-fold, from nine to 58, the Mutuals Taskforce reported on 25 June.
According to Professor Julian Le Grand, who chairs the taskforce, ministers should exempt mutuals from EU procurement directives and help change the attitudes of public sector managers to support bodies to become mainstream public service providers.
