Whitehall's information watchdog has excoriated Rochdale MBC for losing an unencrypted memory stick holding the personal details of more than 18,000 residents.
An investigation by the Information Commissioner's Office (ICO) found the council's data protection measures were inadequate when the device, still un-recovered, was lost in May.
