Councils look set to defy communities secretary, Eric Pickles, and push on with regional spatial strategies (RSS), new research has suggested.

An impact assessment for the Midlands and north of England – carried out by the Building and Social Housing Foundation (BSHF) – found almost two-fifths (38%) of local authorities intended to keep their housing targets set out in the RSS, despite them being abolished by the minister in July.
