Plans in the Education Bill for more academies and free schools will reduce the ability of local authorities to deliver universal children's services, says Chris Waterman

The Education Bill does what it says on the tin: Education. With the exception of the first clause, which extends early years provision to a larger number of vulnerable two-year-olds, there is nothing about children's services – and there is little possibility of adding much to the Bill in that area.
