Scottish councils have come under fire for their reluctance to use ASBOs. In a Scottish Government commissioned report, author DTZ claims that although the number of ASBOs issued over the last three years has increased, there ‘remains some question as to whether all local authorities are as yet making full use of ASBO powers.' North Lanarkshire, Fife, Dundee, Edinburgh and North Ayrshire councils accounted for more than half of all ASBO applications in 2005/06.
