Scotland's Labour leader has suggested the country could soon set income tax rates annually. Although Scotland has the power to set income tax rates each year, it has never used the facility. However, speaking at Scottish Labour's conference in Dundee on 6 March, Iain Gray told the BBC: ‘I think perhaps we should be required… to actually set the income tax rate either each year or each Comprehensive Spending Review period, or once a parliament. I would be in favour of using the power if it was right to use it.' Mr Gray framed his comments in the context of the debate over more borrowing powers for Westminster, which he is in favour of. ‘They would be very useful particularly for managing capital programmes over a period of years,' he said
