The Scottish Government could be handed the power to issue its own bonds following a consultation launched by the Treasury.

The Scottish Government could be handed the power to issue its own bonds following a consultation launched by the Treasury.

If approved, the new powers would allow ministers in Scotland to raise billions of pounds for capital expenditure programmes.
