Given events of the last couple of weeks you could be forgiven for thinking local government reorganisation (LGR) was a bad idea – if you didn't already.
Plans for restructuring councils in England ground to a screeching halt, leaving much of English local government in limbo… but at least devolution is still full steam ahead.
