Funding for Scottish councils is failing to keep pace with rising costs and demand according to the Accounts Commission.

Despite a 2% revenue funding increase for sector from the Scottish Government, councils are facing a budget gap of around £529m for daily operating costs in 2026/27 – around 3% of their revenue costs.
