Baroness Margaret has written to prime minister, David Cameron, warning voters would not understand why different transparency rules applied across public bodies. It follows suggestions council salaries of more than £100,000 should be approved by a full council vote, while officials earning more than £58,000 should have their names made public – requirements which do not apply to the NHS, for example
