Brighton and Hove City Council is lobbying the Government to return decision-making powers over offering second home council tax discounts.
In a letter to communities secretary, Eric Pickles, last week, the council stated its belief that Whitehall should offer discretion to councils in a bid to tackle local affordable housing shortages and protect frontline services.
