Section 151 officers must be able to forecast with greater confidence

The sector knew not to expect full detail in the Spending Review but the absence of any further indication of funding distribution means continued uncertainty for now, says Tracy Bingham.

The Spending Review confirmed a 1.1% real-terms increase in core funding, including £3.4bn in new grant funding over the review period and a 2.6% real-terms increase in core spending power (CSP).

CSP assumes continued reliance on council tax rises, with the principles of a 3% core increase and 2% adult social care precept confirmed.
