Shelter chief executive, Adam Sampson, has called for an increase in funding to build new social housing, if tenants are to be allowed to buy council homes with just a 10% deposit, as suggested by Communities and Local Government secretary, Ruth Kelly, in a speech to the Fabian Society. Mr Sampson said: ‘This measure will only help around 5% of current social tenants – unless the money raised by this scheme is ploughed back into building new homes.'
