Government departments have been named and shamed by Westminster City Council for allowing discarded cigarette butts outside their buildings. David Miliband's environment department is one of those which has been told off by the council for dropping litter on its own doorstep. Cabinet member for environment Alan Bradley said; ‘I firmly believe the Government should lead by example.' Culprits included the Department for Food and Rural Affairs, Department for Education and Skills and the Department for Trade and Industry.
