Is there a silver lining amid the gloom of the Comprehensive Spending Review? It may be difficult to be positive at the moment, but perhaps there are a number of areas where local government can make real progress in future years.

The announcement on community budgets is a welcome recognition that social problems need clear local leadership and direction. From April next year, an initial 28 councils and their partners will be put in charge of a single ‘local bank account' for tackling social problems around families with complex needs.
