Local government is not happy. Faced with huge cuts, and a media presumption of waste, inefficiency and accusations of the most outrageous fat-cat tendencies, it has become rather sullen of late.

In the face of a media barrage of criticism, and forbidden to put out more than four newsletters a year to explain to the public what it's up to, public satisfaction is falling.
