A solicitor has won his war on waste against his local council. Roger Houlker battled for two-and-half-years against Congleton BC in Cheshire over the provision of a second wheelie bin for his large household. Last week, local government ombudsman, Anne Seex, ruled the council had acted with maladministration by failing to collect Mr Houlker's waste, failing to respond effectively to his complaints, and failing to make proper assessment of the volume of waste generated by his household. The council was forced to apologise to him, supply him with a second wheelie bin, and pay him £250, which he has donated to charity.
