Double devolution is as much about devolving to unions and staff as it is devolving to communities, according to top union official Heather Wakefield. The head of local government at Unison claimed that if powers were not devolved to staff, place-shaping ‘would not reach its true potential'. Many local government workers on the frontline were ‘crucial' in place-shaping, she said.
