In what's being billed as the biggest shake-up of local government in a generation, the country's remaining district and county council areas are set to combine into single unitary authorities.

The plan is to drive efficiency, bolster financial stability and deliver higher quality services to citizens. A successful restructure will certainly achieve that, but if the merger is poorly executed, it could plunge a council into years of chaos, impacting citizens, staff and services.
