In local government, law and politics are deeply connected. As Calderdale MBC's principal litigation solicitor and deputy monitoring officer, I see this every day – especially in how we regulate and make decisions that affect our communities.

The English Devolution and Empowerment Bill is testimony to the complexity of the local government regulatory system. Legislation, whether primary or secondary, is only one element of regulatory governance. Local policies, national guidance and political priorities all shape how councils operate.
