The Conservatives claim to have uncovered more evidence of a stealth plan to revalue homes in England. The party's local government spokesman, Eric Pickles, claimed that, despite scrapping the revaluations that formed the basis of council tax charges, ministers had backed the development of new technology which included a unique reference number for each home.
