Controlling team leaders is stifling workplaces in the local government sector, according to the Chartered Management Institute. Its study, Quality of working life, claimed this was resulting in higher levels of absence levels and lower productivity. Based on the views of more than 1,500 individuals, a key finding was that managers were creating ‘secretive' and ‘bureaucratic' environments.
