Strategic Procurement Manager

At Cornwall Council, we're already on our way to deliver ambitious targets for savings in procurement. The years ahead will bring a range of new and exciting challenges. Our approach is driven by value for money, buying power, partnership working and good governance. The Corporate Procurement team is engaged in a considerable programme of 230 projects - from savings and innovation to re-tenders and new contracts - across a wide range of service areas. You'll be instrumental in their success.

Accountable for managing the Procurement function and its total budget, you'll implement and advance the Procurement Development Plan, which covers processes, policy, standards and guidance. You'll own the end to end processes both for Procurement and for the Strategic and Transactional Supply Chain. Developing and implementing the Corporate Procurement Strategy, Category Sourcing Plan, and the delivery of Category and Information Management, you'll drive commissioning and procurement performance, management information, compliance, contracting and tendering within the Council.

Quite simply, you'll transform service delivery in Cornwall. You'll decrease spend and increase quality. Working closely with the Head of Service, Members and partners as a trusted advisor, you'll develop and champion new and innovative ways of working. To be equal to the challenge, you'll need an impressive track record. A professionally qualified Member of CIPS, you are a gifted senior leader with a flair for building teams, forging partnerships, driving performance and enhancing an organisation's reputation. Naturally, we'll expect you to have extensive knowledge of procurement, budgeting, category management, project and performance management, and relevant legislative frameworks.
