Animal charities have expressed concern over the Government's new stray dogs policy, placing responsibility firmly on the shoulders of local authorities. Under the Clean Neighbourhoods and Environment Act, councils became solely responsible for the collection and retention of stray dogs from 6 April. Director of animal welfare charity the Blue Cross, Steve Goody, said: ‘Many local authorities seem to be insufficiently prepared and funded to provide 24-hour care for strays.'
