Stronger accountability and scrutiny of mayors is needed should they be given greater fiscal powers under an Andy Burnham-led government, according to a left-leaning think-tank.

The Fabian Society said that greater local control over taxation was likely if Burnham becomes Prime Minister later this month as expected.
