Gloucestershire CC has selected the two final bidders for its new energy-from-waste plant in Javelin Park, near Haresfield.

The Complete Circle consortia, which includes John Laing, Keppel Seghers and Shanks, and a partnership between Urbaser and Balfour Beatty will now be invited to refine their proposals and submit them again to the council.
