Scottish council taxpayers could be eligible for tax breaks if they go green, according to the draft version of Labour's manifesto for the 2007 elections. During a recent visit to Scotland by environment secretary David Miliband, Scottish Labour revealed householders who recycled their rubbish or insulated their homes could see council tax cuts of up to £100. A spokesman said the party's pledge would provide incentives for more ‘energy saving' homes.
