Council chiefs have attacked as ‘entirely unjustified' Treasury plans to withhold £345m of locally raised taxes – a move proposed in a recent consultation on business rates retention.

According to a briefing issued by the Local Government Association's (LGA) finance panel, the ‘hold-back' is effectively a deeper cut to local public services.
