Reforms to council tax rules could help authorities reduce levies by up to £20 for average Band D properties, ministers have announced.

Councils would be able to pass on the savings through new powers to waive special tax relief on second homes and empty homes, under amendments proposed on 28 May. Residents would have a legal right to choose to pay council tax bills in 12 monthly payments, rather than the fixed 10 over the course of any year.
