Councils calling for council tax reform should be careful what they wish for, writes Paul Marinko

What a shock! Rachel Reeves is likely to need to fill a huge financial black hole in autumn's Budget. Who saw that coming?

According to the National Institute of Economic and Social Research (NIESR), this particular hole is likely to be more than £40bn and the chancellor has backed herself into a corner by pledging neither to borrow to fund day-to-day spending nor to raise taxes for ‘working people'.
