Local Government Association conferences seem to be the opportunity this Government is taking to run its final policy details past their local friends before launching them on the world. 

Last year's delayed October conference was full of speculation about local government reorganisation and was rapidly followed by confirmation that the Government planned a wholesale shift to unitaries, followed by the devolution White Paper shortly after.
