The head of a leading local government think-tank has predicted 2013 will be a ‘year of respite' for councils, with the lowest level of spending cuts since 2011.

Director of the New Local Government Network, Simon Parker, claims in a new pamphlet, published on 30 January to coincide with the think-tank's annual conference, that the sector has ‘reached the eye of a very long storm'.
