Deputy prime minister Nick Clegg this week announced a possible expansion of tax increment finance powers to help councils.

Deputy prime minister Nick Clegg this week announced a possible expansion of tax increment finance (TIF) powers to help councils create new ‘garden city' and suburban housing developments.

TIF allows councils to borrow cash for public infrastructure projects against the extra tax revenue the projects will raise. Councils have said the powers are a ‘massive help in raising investment'
