Labour group leader, Paul Dimoldenberg, has criticised Westminster City Council plans to introduce a ‘SatLav' scheme which will cost 25p for people to send a text requesting details of the nearest public toilet. ‘Council tax may be frozen but other council charges are leaping up,' he said.
