Shadow local government minister Caroline Spelman has vowed to introduce a local government bill as soon as possible, if the Conservatives win the next general election. However, she claimed a lot of the party's plans could be pushed through on secondary legislation. Speaking at an NLGN seminar in central London this week, Ms Spelman called on councils to find ‘more imaginative' ways to raise cash in the coming squeeze on public finance.
